Why is the output grabled?
Click refresh. Some other process disrupted the mail files.

Why doesn't it display on browser k-gtk-Concert-IE-zilla-foobar properly?
It is designed to spew output compilant with HTML 4.01 as defined by the W3C. Solution: Upgrade to Lynx.

Can I create B!M users that aren't system users?
No. How would they recieve mail? Where would ther mail be put?

Is mpack necessary?
Yes. There is no way to view MIME messages without it.

Why are the contents of the cgi are display when I log in?
Your web server is not respecting the .htaccess file in the bashmail directory. If it exists, in you httpd.conf find the section <Directory "/var/www/htdocs"> or <Directory "/home/httpd/html"> and change "AllowOveride None" to "AllowOveride All". Restart Apache.
